HMRC have launched an online tool to allow you to pay any outstanding amounts over time by logging into your account (agents cannot do this) and working through the steps. Further detail can be found here:

Prior to making this arrangement it is essential that your 2019/20 tax return is in and showing on the HMRC system (it usually takes 48 hours) and I would also recommend that any claim to reduce payments on account has been completed.
